I reckon it's the same with the 10pm off-licence closing :
1) No matter how much alcohol you bring to a party you will use it all. This is the rule.
2) Currently you will head along thinking (sure if I don't have enough by 10:45 or whatever, I can pop out for 2 or 3 more, so you'll go along with a couple of bottles/cans whatever, usually you will not bother getting more, cos at 11pm it's reasonably late anyway.
3) New law, the thinking would be that if you don't have enough by 9:45 you're fucked, so you better stock up just in case. So rather than bringing 4-6 cans, you'll take 8-10, just in case. Of course you'll finish them, or lose them, whichever comes first. Either way the offie has sold more than it would have with the current times, so of course they're happy enough with the new 10pm proposals.

It's basically the same as good friday philosophy - better get a rake load of drink in in case we need it cos we can't get it later on....

1. Ask for an ID
2. Check the id has the same biometric data as you have with a retinal scanner
3. Check the id biometric data and its tamperproofing.[/quote:1hnhzr3b]I don't think any enforcement issues like this are being changed by the proposed new law.

Can they just ask for booze or are they allowed start using fake id's the way all the ones who are not gathering evidence do? If they are not allowed to start faking id's they will be easily spotted. If they are it seems to be getting a bit hard on the off-licence.[/quote:1hnhzr3b]Good question. I dunno. I can't imagine a Garda-forged fake ID would stand up in court in a case against a licence-holder caught in such a sting. Fake IDs doesn't sound to me to be within the spirit of this proposed law.

Of course an awful lot of offies close at 10PM anyway - it's those breakfast drinkers who will be hardest hit by the 10.30AM opening...

Ah, I'll be grand. If I'm up early enough there's usually a ready supply of free half-pints sitting around on street corners near pubs. Don't you worry about me.

Ireland's top licensing law expert gives her opinion on the proposed Bill in today's [i:2sbh6qij]Irish Times[/i:2sbh6qij]. She says overall [quote:2sbh6qij]they put a heavy financial burden on off-licence proprietors at a time of economic downturn for a probable minimal result. The reality is that if people, young or old, want alcohol, they will get it, whatever the price. Long years of heavy taxation of alcohol have proved this beyond any doubt[/quote:2sbh6qij] so I'm a little surprised to read later on [quote:2sbh6qij]The Government's proposal to restrict the sale times and the display of alcohol in off-licensed premises is certainly a more practical solution to the social problems caused by alcohol abuse than the multiplication of licensed premises proposed in the café bar scheme some years ago.[/quote:2sbh6qij]

She says that the test-purchasing scheme [quote:2sbh6qij]may well be vulnerable to constitutional challenge, although one suspects that public policy arguments will prevail.[/quote:2sbh6qij]
She also reckons we're heading into a boom time for architects and fire safety officers.
