I think there has been a reduction in the incidence of smoking in teenagers (Im too lazy to check this out and see if its true - its just my observation), and I would put that down to banning smoking ads, as well as some well-directed "ills of smoking" ads. So my half-baked and unsubstantiated response would be 'yes'
Of course there is the smoking ban probably also had a big impact, but banning alcohol in pubs and resaurants may cause quite a lot of controversy <!-- s:!: --><img src="{SMILIES_PATH}/icon_exclaim.gif" alt=":!:" title="Exclamation" /><!-- s:!: -->

Yes binge drinking is an issue . The problem is that Some people seem to think that it's the alcohol that creates binge drinkers . If anything alcohol ( a poison ) does it's level best to stop people binge drinking , by invoking bodily reactions to prevent overdose on the stuff ( vomiting , loss of co-ordination , slurred speech)

It's the social problems that create a need/urge to binge drink / abuse prescription medicine / abuse illegal drugs etc. that need to be addressed .


Education is only one aspect . Changing cultural attitudes just another . Realistically you need to create a society that is fairer , holds more real opportunity and provides better clearer support for people who find it difficult to live in that society.
But that's just too hard , it's easier to blame the Drink / Drugs / individuals.
