I don't see the harm in selling on the local market to some extent, even if you are a mostly-for-export brewery. It's a model that seems to be working for Carlow.

Porterhouse are setting one up and can but presume they will be look to rent out time on the system

AFAIK, Heineken don't have a bottling plant, and I very much doubt Diageo would let anyone near theirs. Carlow bottle in England; Dublin Brewing used to bottle in Dusseldorf.
