Doubt it. Brewing more than 20k hL but only just would be a daft move. When you're paying full duty you need to be at the volume where the lost income doesn't matter. That's multiples of 20k, and indeed 30k, I'd say.

Is there anyone that conforms to our constitution but is lager than 20,000hl?
