The law is only concerned with the production brewery. As oblivious says, a contract brewer is simply buying the beer from the people who made it. Who designed the recipe or shovelled the malt is immaterial for this purpose.

Some mixed up terminology there. The contractor is the one who fulfills the contract, i.e. the brewer. The contractee or client is the one who enters into the contract with the contractor.
