Would it have affected breweries who bought new kit in the last while i.e. did anyone buy a smaller expansion to keep under the old 20k hl limite?

Your not loosing the relief if you expand passed 20,000hl (up to 30,000hl), so your less likely to default on the loan used to expand.

Although the flaw in my plan is that there is no additional incentive to expand up to 20,000hl <!-- s:shock: --><img src="{SMILIES_PATH}/icon_eek.gif" alt=":shock:" title="Shocked" /><!-- s:shock: -->
