Where a new off-licence is granted in lieu of an on-licence under Section 62, Intoxicating Liquor Act, 1927, as amended by Section 18, Intoxicating Liquor Act, 1943, a new on-licence may not thereafter be granted in respect of the premises.[/quote:1ifmmas3]
So noby was right that pub licences are being bought up to turn into offies and this little clause means that once someone has done that, it can never become a pub licence again. This means that the nuber of pubs in the sate is going down and cannot go back up.
Effectivly, the cartel is getting smaller and what competition there is is decreasing.
