Such books exist. There's the Microbrewer's Handbook

And the Brewers' Association Guide to Starting your own Brewery

But neither of them tell you the specific legal things you need to know to start up a microbrewery in this country. But starting a business shouldn't be too easy. It's not the sort of thing you want to find yourself sleepwalking into.

It could be a nice little earner for someone: put the research in, write it up, and publish as a Kindle Single or similar sort of ebook.

I found this thread really interesting. I am considering setting up a microbrewery and I would love to hear from anyone that has thoughts on the subject or ever considered developing a microbrewery. Any and all comments welcome!
