Not really, it's a beer blogger discussing an economic issue that he doesn't understand. His newspaper analogy is BS. The point is that they're seeing off a threat. They wouldn't bother test-marketing the new product if they thought its potential market size was £2.5m. If they wait until the other breweries have £50m market share they're too late to the party.
