This seems like a silly question, but I don't see how this matches the paypal payment to the forum account? (I don't use the same email address for both)

It's humanly operated <!-- s:) --><img src="{SMILIES_PATH}/icon_smile.gif" alt=":)" title="Smile" /><!-- s:) --> I first try a match on the e-mail address, then on the name. If both fail, and it's just not clear, I mail the person. Only had to do that twice so far. Will be looking at an automated system for the next release of the site (this was a bit rushed <!-- s:) --><img src="{SMILIES_PATH}/icon_smile.gif" alt=":)" title="Smile" /><!-- s:) -->)

Sounds like a great Idea. Having lived in England 5 years, I can see all the great work Camra has done.
A guide to the pubs in Ireland serving craft beer is a definite start. Maybe give out window stickers as well. Would be good promotion, for both Beoir and the pub.
Hopefully will start a bit of a knock on effect, as the word spreads, and pubs want to be part of it. If we can get even 10% of pubs in Ireland to stock it, it would be a massive boon to the industry.

Useful as well for attracting tourists. I travelled Europe over the summer, and used the internet to find pubs with good beers in a lot of different cities, and met loads of other tourists who'd done likewise.

You'll need to have three elected officers . Chair, Treasurer and Secretary . Co-options can be done thereafter .

It is a good idea ( despite some peoples misgivings here ) but you are running some risks , as any club or organisation does run into . I would suggest to you in framing your constitution that you get a look at a youth organisations constitution or a golf clubs constitution or speak to someone who has previously set a constitution up, something that will show you the type of information that needs to be included . Your first draft is to be honest a little bare .

I myself have attempted to do something similar in the past , but for filmmaking ( essentially as a way to formally get sponsorship and insurance for shoots with some protection for the individuals involved in amateur filmmaking) and it proved near impossible to get people to have as much interest as you have in this thread .

Remember one thing . You may be setting this up , but you must fully understand when you do so that the current level of control you have of ICB will not be available to you in Beoir , it will be a separate entity , and you will have to accept that as it grows you may have to let it go and find it's own direction . All organisations face that challenge and the only way you have of ensuring that whatever vision you have for it can be carried through is to have that constitution solidly written .
