You can't reply to all, but you can copy and past a list of valid users into the to box, this works.
To circulate in a group, establish the list in the form...
personA
personB
personC
etc..
keep the list in the body of your reply, so the next person can do the same. Copy and Paste the list into the 'To:' box, removing yourself and hit 'Add'
