Thanks to everyone for their replies.
We are a bit crushed about the 1800 ltr rule. We have subsequently realised the sill we were interested in from Germany only has a capacity of 40 ltrs so we really don't have an industrial size space for something of the capacity needed.
We've also had some hints from Planning that a rural location for distilling would be frowned upon in contrast to a urban/town environment.
Its a real shame as the Canadian distillery industry (at least in Nova Scotia) has no such constraints (this is where we got our idea from).
