all laws are only applicable where they can de facto be enforced . Thus if you give a plumber a case of beer in lieu of money you can only be prosecuted if he or a witness reports it and stands in the court . . If you set up a sign in a public place saying ' will trade beer for food ' then you are likely to be prosecuted .
