I don't think there'd be any problem with ICB joining, but I do think it should be a different body that sets out speifically to meet these aims.
Strangely enough, this has been discussed before here[/url:1qgtevyg] and here[/url:1qgtevyg]. But we felt that ICB as a group, wasn't an "organisation" or organised enough to get all official about it <!-- s:) --><img src="{SMILIES_PATH}/icon_smile.gif" alt="" title="Smile" /><!-- s:) -->
