India Pale was designed to survive the long, arduous sea voyage to the "Jewel in the Crown". Hence the higher level of alcohol and extra hops.

Similarly, Irish Pale Ale has to suffer the similar long arduous journey from the pale to the far outreaches of the "Whest"
