I doubt it's legal, even though no money is changing hands for the wine it's being used to encorage the sale of another product.

Here in belgium it is legal to sell homemade beer at markets. I have been doing it with some degree of success. 3.50 euro a bottle no less!

Wine and cider can be bought at "the french market" which was at Limericks river fest and also makes an appearance at Christmas and Easter. Though it is illegal and no duty is paid,a blind eye is turned to the practice as long as it is not in bulk and is only occasional.
