UpsidedownA. I don't think it's children who need to be educated. They should be part of the campaign but they do not exist in isolation, so you can educate them until they are blue in he face, but if the drinking culture of their elders is one of binge drinking they are not going to do what teacher told them and drink sensibly while everyone else gets drunk.
An education campaign designed to change the behaviour of society as a whole should be embarked upon. That is what changed the attitude to drink driving and I think it can work here too.
We need a very simple message and that is that it is not OK to get drunk. Set the medical data aside. Stop telling people about units or how much X number of units per week will increase your chances of medical condition Y. That information should be available, but the thrust of any education campaign should be simple and to the point:

It would be a slow change, but the situation we need to get to is one where anyone, regardless of age, who gets falling down drunk, or shouty, or sick is be made to feel acutely embarrassed and loses face in the eyes of his peers.
