The zwicklhahn is the tap on the barrel in the cellar, hence zwickl bier as a name also.
It's a top or bottom fermented beer, the Germans don't consider lager as being a purely bottom fermenter anyway, obergaerig or untergaerig is how they put it.
The lager comes from the post fermenation conditioning and treatment of the beer.
Short answer, I don't think the Germans would consider it a lager beer as it does not store for long.
