Yes that is still excise though, we do not have to pay it since we do not sell our beer. It would be pretty unfair to expect us top pay excise for beer we have no way or no intention recover from a purchaser.

We're excused because there is a specific exemption[/url:3gxfcnti] given to beer made privately for "domestic use". Without this, the beer would be excisable whether intended for sale or not.
Strictly speaking, homemade beer consumed outside the domestic setting and/or [i:3gxfcnti]by someone other than the brewer[/i:3gxfcnti] is fully excisable, even if no money changes hands.
