Well, I got the following response to my support query. According to them there's noting inherantly wrong with the system, and it's probably fair to say that the acceptance/refusal of a credit card is in the control of another service provider that they use for the transactions.

We are not experiencing any problems receiving payment from Ireland and as long as the correct card and billing information is given the payment should go through.
For your customers who cannot pay by credit card we have also given the option of bank transfer.
Due to security at our payment provider the system might not accept credit cards if e.g. the billing address given is different from the one the card is registered to, or if a different name or even salutation is given. Also, you cannot order from a different country from which the card is registered.
