The US 240 volt circuits use two, 120v "out-of-phase" inputs, creating 240 volts from 2, 120v inputs.
Here's what you need to do physically:

1. Replace one large 120v circuit breaker or two 120v small ones, with a large 240v breaker
2. Ensure that your electric cable from the breaker to the outlet will support the total required electrical load
3. Install the specific 240v plug that you need
I know it's weird because where you would normally have a "hot" and a "neutral" you instead have 2, 120v out-of-phase "hot" inputs. (I accidentally wired a single outlet this way and plugged in a florescent light bulb into it and it burned really brightly and got really hot and started melting before I realized there was a problem and hooked up the volt meter.)
So in this specific scenario 120v input + 120v input = 240v output without a converter.
