If I understand the options correctly, the first is for individuals or a small group to take ownership of a style for judging purposes whereas the second is for as many people as possible to judge as many beers as possible - I don't think the second option is logistically difficult if small amounts are sampled e.g. it shouldn't be too difficult to split a half pint into two glasses. Both options are open to bias but I am of the opinion that bias is lessened with a large sample size and diverse opinion.
