Have you taken it apart? There is quite a bit of variation in the pressure relief valve mechanisms, but with most, the problem is dirt, or a perished rubber seal. I actually have some seal's and other cornie spares, which may help.

Rule number one with any new keg. Fill it with water and pressure test it before you risk your beer in it.
