one of the main reasons for this is to stop a situation of bse/cjd rising again. for instance restraunts used to be able to give leftovers to a pig farmer. however if the kitchen sold pork products there was a chance of feeding pigs pig not a good thing. now it is possable to sell pigs leftovers but there are such constraints (not using a knife that was ever used to cut pork products EVER!) that it is not practical.
