When does a beer stop being called a beer and move to something else?

When the ABV drops below 1.2%, I think.

This definition of beer is from the 1992 Finance Act, but the formula seems to be in use in lots of legislation:

Surely there are plenty of beers out there for people that don't like brown ale or foamy heads - like, you know, Coors for example.
