I know a guy who set up an EPA approved lab in his bedroom.
A nano at home should be possible if you can get around planning regs - commercial/manufacturing use etc.

There are to the best of my knowledge at least three 300 litre or smaller breweries in Ireland. It takes dedication as the return is going to be limited. And all breweries have to go through the same regulatory hoops.

All the food safety hoops come from the EU, so they're broadly the same across the EU. Where I am at the moment (Utah) they're remarkably similar.

Additionally setting up your own pub in GB is simpler and cheaper (a tied house in essence) to sell your produce. This is probably the biggest difference.

Kinnegar started with a 50 litre kit but they very quickly upgraded.

The UK's cask culture makes a difference too. I was chatting with Tim from Metalman and he says he knows of a few nanobreweries in England that brew a cask or 2 a week and just sell it to their local. He didn't seem to like the idea as he says the people doing it are just brewing as a hobby and are taking business away from a local brewery. Suppose that's capitalism though.

Walled City and Dopey Dick in Derry are both brewing off a 200l Braumeister. They are covered by different regulations up north though.
