This says to me that they want to make a tourist attraction, not just a production facility.
There are also a couple of unrelated statements from the same piece that might raise eyebrows:
"Sweden is the largest importer of American craft beer, followed by Canada, Japan and Denmark."
"James Watt, the 27-year-old co-owner of BrewDog: 'When it comes to beer, we are light-years behind the U.S., and California in particular.'"

I've encountered a few American visitors who've been surprised that Irish breweries aren't open to the public.

I'm guessing it's coming from the way BrewDog is going into pub ownership in big way at the moment.

Yes and no. Most would be open for tours, tastings and growler fills, but maybe just for a couple of hours on a Saturday. Brooklyn Brewery, for example, as known as they are still only does tours at weekends.
Stone, on the other hand, is an epic brewery/restaurant/garden complex that ranks among the top San Diego County attractions (which says as much about how dull So. California can be.) I'd say they're looking to do the same in Europe.

Speakeasy is only open on a Friday late afternoon (4pm?) from what I remember. I got there some time after 3 and had to wait till they opened and on the door it said it was only open Friday from 4 till 8 or 9.
