I just checked the wholesale price of Citra and it's twice the price of US cascade and centenial. I'm hoping to get a price for 2011 nelson saunin and NZ cascade on monday but neither available untill end of july and neither likely to be cheap.

The proprietary hops (e.g. Citra, Nelson Sauvin) are always more expensive as they're bred by commercial companies, and can only be grown under licence. The likes of Cascade and EKG were publicly funded, and are "open source", i.e. anyone is free to grow them.
