Getting a license isn't a problem if you are willing to pay for it. Change of use might be an issue, but again, doable if you go about it right.

Yeah, around €40k at the moment, down from €250k at the peak. There'd even be plenty spare within Waterford itself with all the recently closed pubs.

I heard the fellas who bought it earlier this year damaged the old city wall during renovations and the council have stopped them to assess the damage done

The Douglas Village one will be in an old Bank of Ireland, so it looks like they are definitely going the change-of-use route in Ireland.

I got some more info on this. Even though they bought two premises there will be only one pub. They bought the TSB bank and the premises directly behind it on John Roberts Sq. that will give it frontage on the main shopping street which is pedestrianised but pedestrian and road access from City Square shopping area side.
It is projected to take 18 months to renovate and open
