does the strength of the beer determine the cost?

Tax is based on some percent per percent alcohol (think I have that right...) so yeah, abv has a pretty big effect on cost. Also, they tend to be more expensive from the brewery in the first place, due to higher production costs.

Generally when the abv goes over around 4.5 - 5%, the tax man has a field day.

And yes, it is usually more expensive to produce.
