Funny you mention this. During my walking tour in Portland, Oregon a few weeks ago the commentator mentioned that during prohibition they found a city employee had "tapped" the drain to the government building where they took the confiscated alcohol to and when they'd pour it down the drain, they were reclaiming all the dumped alcohol and putting it back into circulation on the illicit alcohol market again. -Lol!
