wonder will they pass the cost of repair onto the punters, just after it been lowered in the budget. not that i care about it

The cost will be passed on to an insurance company, either Diageo's if the worker with the mis-aimed torch was their employee, or the roofing firm's insurance carrier if Diageo contracted out the work. Diageo is going to be well-insured, and I'd be shocked if they didn't require the firms they hire to have at least a million euro in liability coverage, if not more.
