To sell alcohol you need a licence, so the farmers market thing isn't really an angle. But you really need to speak to the Revenue Commissioners: nobody here is qualified to advise you.

Afaik the derogation is in the 1948 cider act which is still in force.
Only applies to cider though and "a landowner who's principle buisness is not making cider"
