so i take it those things weren't actually changed in the budget then. would you guys be looking for the changes to be brought about at the next budget or hope to have it done before then?

Performance management! We need to set targets... the issues haven't gone away and I would hope that we will lobby for change in the meantime, with a view to getting it implemented by the next budget at the latest. There is nothing to stop us effecting change at any time.
