I think return systems can no longer be put in, but those pubs with return systems can keep using them. I stand to be corrected on this. It's an awkward question to raise with bartenders, obviously, so it's hard to get first hand information. I thought I could tell from looking at the Diggers system that they had a recycle line. I could be wrong.
